Choices Abortion Network (CAN) was founded on the belief that everyone deserves timely access to abortion care—without barriers, without stigma, and without delay. We exist to ensure that no one in Southern Arizona is denied care because of cost, logistics, or politics.

Our board members were selected for their deep, long-standing ties to the Tucson community—both personally and professionally—and for their shared commitment to protecting patient autonomy. Each brings a unique perspective rooted in decades of service, leadership, and advocacy for reproductive freedom.

Together, we are building a sustainable, locally governed support network that reflects the values and needs of the community we serve.

Board of Directors

William Richardson, MD – President

Board-certified OB/GYN with over 35 years of experience in reproductive healthcare. Founder and former Medical Director of Choices Women’s Center and Planned Parenthood Arizona. Lifelong advocate for patient-centered abortion care.

Jose Figueroa – Treasurer

Retired grant manager with Tucson Unified School District. Brings decades of public sector financial oversight and a passion for building systems of equity and access within underserved communities.

Elizabeth Ibarra – Secretary

Chief Operating Officer and Office Manager at Choices Women’s Center. Trusted leader in patient care operations with over 30 years of experience supporting abortion access in Tucson.

Dr. Joey Harkins – Board Member

Family medicine physician and abortion provider committed to reproductive justice and rural health access. Advocates for compassionate, evidence-based care throughout Arizona.

Sandra Laudonio – Board Member

Former Office Manager at Midtown OB/GYN, which she co-managed with her husband, Frank Laudonio, MD, for over two decades. A trusted member of the Tucson medical community with a long history of supporting patient autonomy and dignity.
